Location: Fredericksburg, VA
Eagle is seeking a Human Intelligence (HUMINT) Instructor with specialized experience to provide training services to the HUMINT Operations Training Unit (HOTU), one of three units assigned to the Directorate of Intelligence’s (DI) Intelligence Workforce Development Section (IWDS). The HUMINT Instructor will assist in the delivery of FBI training and, to a lesser extent, may be asked to participate in analysis, design, development, evaluation, and life-cycle management of FBI training.
Most instruction for the HUMINT courses will take place at the FBI’s Domestic HUMINT Training Center in Fredericksburg, Virginia and the surrounding geographical area of Spotsylvania and Stafford Counties.
Duties and Responsibilities: (Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of this position)
• Provide services in multiple operational areas to a variety of Intelligence Community and Law Enforcement audiences. These areas include Operational Training, Mentoring and Coaching, Role Play, Surveillance and Detection, and Communications Plans.
• Training Development, Delivery, Mentoring, and Coaching:
• In conjunction with FBI personnel, Contract Instructors shall participate in curriculum life-cycle refresh and corresponding updates to lesson plan documentation. Such updates reflect:
• Minor editorial changes noted during course review and delivery;
• Changes dictated by internal FBI policy or program revisions; or
• Regulatory changes which mandate major course modifications.
• In conjunction with FBI personnel, Contract Instructors shall conduct research, interview, and interact with other United States Intelligence Community members who also conduct HUMINT courses as required to determine if content should be adopted within the FBI program.
• Role Play Instruction and Evaluation:
• Provide real-time oral feedback to students regarding mastery of HUMINT learning objectives;
• Teach and evaluate as a Role Player Instructor while remaining “in character” throughout each training session;
• Deliver formal classroom instruction for specific HOTU courses in which the Contract Instructor has expertise;
• Review end of course evaluations that cover the instructor, course materials, and scenarios presented in the courses to determine if course or delivery method modifications are warranted; and
• Prioritize course evaluation feedback, implementing changes that have the greatest impact on current course materials in the shortest amount of time.
• Surveillance and Detection Practical Exercises Delivery:
• With guidance from FBI personnel, development of surveillance plans by instructors, including mapping out routes, determining dress, approach, cars, number of instructors per car, etc.;
• Familiarization with students, the HUMINT curriculum, and establishing the timeframe in which the exercise are to be executed;
• Execution of Surveillance and Detection exercises;
• Participation in post-exercise discussions with other HUMINT Contract Instructors, FBI personnel, and student coaches resulting in the development of an after-action report; and
• Orally debrief students and FBI leads.
• Communications plan practical exercises and tasks include the following:
• Development of communications plans by instructors, including following IC established phases of communication for both personal and impersonal communications;
• Formal classroom instruction on the development of IC standards-based communications plans;
• One-on-one instruction on the development of a communications plan;
• Monitoring of the execution of student-developed communications plans based on IC standards; and
• Role-playing and teaching “in-character” to correct deficiencies in student performance in the development and execution of communications plans with performance at or above IC standards.
• Other duties as assigned.
Minimum Qualifications: (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)
• Minimum of three years of experience with HUMINT, which shall include working as a collector of intelligence, with domestic full cycle HUMINT operations experience; extensive FBI Special Agent HUMINT experience; or other United States Intelligence Community (USIC) or law enforcement HUMINT experience.
• Examples of relevant training include Data Exploitation, Targeting, and Integration of Results (DEXTIR); Advanced Data Exploitation (ADEX); Data Utilization for Operational Outcomes (DUOO); Threat Identification and Mitigation (TIM); Field Tradecraft Course (FTC); Field Trade Craft Course (FTCC); Military Operations Training Course (MOTC); Advanced Military Source Operations Course (AMSOC); Advanced Source Operations Course (ASOC); Advanced Special Operations Training Course (ASOTC); Statement Analysis Course; Domestic HUMINT Collector Course (DHCC); and Advanced HUMINT Operations Course (AHOC).
• Experience serving as part of a physical surveillance group in support of USIC or law enforcement missions, or in delivering surveillance/counter-surveillance training.
• Minimum of two years of experience in role-playing during practical exercises and teaching while in role.
• Experience delivering instruction and participating in the instructional design process for training on HUMINT tradecraft and collection management.
• Minimum of two years of experience in mentoring and coaching students in a two-to-one ratio environment in HUMINT tradecraft principles is preferred.
Knowledge, Skills and Abilities:
• Proficiency in Microsoft Office Suite, including Excel, Word, PowerPoint, and SharePoint.
