Following 21 years in the FBI, predominantly with the Hostage Rescue Team (HRT), Dr. Lester Hazen couples his record of academic excellence and crisis-management curriculum design and development with his in-field experience in critical incident response and law enforcement to serve as a consultant and law enforcement expert for Eagle.

As Operator and Commander of the HRT for 17 years, the Nation’s tier one federal law enforcement counterterrorist tactical team, Dr. Hazen planned and evaluated multiple levels of exercises in support of state and local government entities as well as foreign and domestic private-sector clients, and led all aspects of Critical Incident Response and Crisis Management related to high-risk, natural disaster and sensitive operations within the United States and abroad.

With a blended background of academic excellence and practical experience, Dr. Hazen has designed, developed and executed law enforcement and crisis management training curriculum for FBI SWAT and Hostage Rescue Team training programs, authoring over 100 proprietary lesson plans and related training/exercise documents that have been utilized in teaching law enforcement officers and first responders across the world.

A U.S. Army veteran holding a Doctorate in Philosophy (PhD) in Business Administration, specializing in Homeland Security Leadership and Policy; a Master of Public Administration (MPA), specializing in Justice Administration; and a Bachelor of Art in Criminal Justice, Dr. Hazen provides training, consultation services and litigation support to domestic and international clients in the public and private sector as well as the FBI in the areas of Critical Incident Response and Crisis Management; Active Shooter, Workplace Violence Training, and Complex Coordinated Terrorist Attack Response; and Homeland Security Exercise and Evaluation Program Exercise Design and Delivery.
